S Techs for the S13 are 1.5 for the front and 1.2 in the back. With spring rates of 3.7 front, 3.2 rear..

I know a lot of people choose tiens and tokico set up, but if you really want to go lower, just save up for coilovers.
Don't cut the springs. Drops springs are designed to work better under pressure versus cut stock springs.
