Shift lever problem. Scratchy instead of smooth. How to inspect it.

Thanks for suggestions. It is good to know that there are helpful people out there. I previously mis-stated my problem. The brake safety interlock solenoid is OK. When shifting, it feels scratchy instead of smooth. It has notches at the right places but shouldn't feel like dirt in the cable or something. I can't find how to access it and take a look to see what is wrong except with a can opener or such. How can I get a look at it without causing any dents and scars?
