setting timing??

i'm trying to set the timing on my car using a timing light. i try to set it on base timing with the timing light but the marks on the pulley keeps on moving. even though i tighten the bolts on the distributor it will still move up and down on the base timing. am i doing it wrong? and also the car is a 95 ka-t . i did the auto to manual swap but i didnt replace the tps. do i have to swap a manual tps? the car idles fine but i just want to set it to base timing.

Fully warm up the engine. Shut engine off. Disconnect the TPS harness connector; it's located on the passenger's side of the engine just above the throttle assembly. Start engine. Set your timing. Stop the engine. Reconnect the TPS harness connector. Start engine.
