If you disconnect the TPS sensor and then turn the key on, engine off, measure the voltage on the pins. One should be ~5V. That is the reference voltage from the ECM. Ignore it. Re-connect the TPS sensor and back-probe the other 2 wires. This is your TPS voltage. To ohm the sensor, disconnect the TPS again and ohm the two pins you got the TPS voltage on while SLOWLY sweeping the throttle open. Watch for glitches and drop-outs.
