Setting Cam timing!!! OH dear Jesus, someone please help!!

Hi, I'm new here, what a way to start off here. Ok, for some reason my cams don't want to turn into their timed positions. I have no clue why. It wasn't running when I bought the car so I don't know every little thing the previous owner could have done. But if anyone has experience with this please help.

The chain marks line up with the marks on the cam sprocketsThe lower pulley matches with it's pointer markThe upper idler gear matches it's markIt all lines up except for the cams

I need someone to help bad, it doesn't explain that there might be any sort of problem when you do this.

You need a big monkey wrench to turn the cams while bolting the sprocket on. If you look on the camshafts, there is a squared-off place you can put the wrench in order to hold it from 'releasing' or being pushed over by the valves.
