Set timing, strange problems

I just set my timing to 15 degrees (second mark from the right on the crank pulley). I took the car out for a drive and under normal throttle the car drives great. When i step on it the car kinda stutters once, the rpms climb pretty normally up to 2700 rpms then very slowly keep climbing. What i REALLY dont understand though is the boost, it just keeps climbing. I know all my vacuum lines are hooked up correctly. When advance the timing more it boosts to the correct 8 psi it should be but doesnt make full boost till about 3700ish rpms.

Is your wastegate hooked up properly??

Yes, i have the vacuum line run from the hot pipe directly to the wastegate actuator.
