Sentra idle problems!

Ok so this is my sister's car, it has a problem where it revs up to maybe 2000 rpms and then drops to around 1500 constantly, but not only that, the car actually goes as if she was pressing the gas pedal, so she has to have her foot on the brakes at all times, lol. She took it to Pep Boys where the idiots installed and charged for a new IACV and din't fix the problem, two weeks later they returned the car to her and told her to take it somewhere else, that they couldn't find the problem. I want to help her out and try to fix it so do any of you have any idea of what it could be.
