Your car is apparently not the CA version. Mine is, and the only difference I noticed is that sensor, the ECU, and the sticker under the hood that mentions meeting CA emissions standards, and a different catalyst part number.
Later years got the sensor on both CA and FED emissions models, but the 90-93 did not. The bolt is standard on FED models during the 90-93 at least...
I wouldn't worry about it.
