So this probably isnt your average problem on this part of the forum but recently i bought my 240sx and for some reason the previous owner took out all things to do with seatbelts even the little hook up top, i have NO clue how i am going to source all of these parts for a decent price and install them, would you guys know of any way going about this? im thinking of taking it to a dealer but i cant get my car registered since it dosnt have seatbelts and it would be risky driving it a far distance to a nissan dealer.

I'd scour the internet for 240sx S13 part outs and then contact the seller about the seat belts. Are you getting an inspection for registration? I think you'll need the lap belts and the automatic shoulder restrain bit installed. I don't think the automated shoulder bit has to work, but it does need to be attached and in the upper position. It is the SRS, so maybe the motor will have to work, but I would ask the inspector about that. Taking off some trim to see what bits you still have would be useful information. You probably still have the tracks, you might still have the motors, I assume you still have the lap belts but obviously I don't know. I do hope you got a good deal on this car due to the issues it seems to have.

Best bet is to get an after market hardness. E bay has them cheap or you can get some good ones for like 70$. Racing harness

how safe are those? i heard its not really that safe unless you have a full roll cage, and this being a street car a cage just isnt practical nor in my budget

Cheap harness typically won't be DOT and therefore won't get you through inspection (I think). Maybe check with motor vehicles department before buying.

The only harness that I know of off the top of my head that's DOT-legal is TAKATA Drift. They need a red push button to release the belts like any OEM seatbelt would have. Those run $200-300 depending on the shoulder belt size.

However, I only know this because I'm in the process of ripping out all of my old OEM seatbelt equipment. I would be happy to sell it to you for pretty cheap.
