Belt will not retract all the way back in. I would like to tighten the spring. Belt seems clean. Seems like a difficult process to get to the retractor. Any advise would be appreciated. Thanks.

There is a 10-year, 100k mile warranty on the seat belts that you seem to have surpassed at this point. I would not try and "fix" a safety mechanism like a seat belt and would try to find a new one. If you do want to work on it then I did find the following online:

Step1: Locate the D ring, its the last loop your seat belt goes through as it retracts.

Step 2: Lift up the seat belt to expose the D-Ring. You should find a whole bunch of gunk (seat belt residue) from the seat belt always sliding on it.

Step 3: Extend your seat belt and use a binder clip (those black things with silver legs) to clip the seat belt so it can't retract.

Step 4: Use a soapy sponge on the D-ring to clean it and get all the residue off.

Step 5: Pull and retract the seat belt multiple time to get it used to sliding back.
