If S14 seats are anything at all like S13 seats(I'm guessing they are) then the answer is not really. the problem is that bump for the drive axle and exaust that extends to halfway under the drivers seat.
In the S13 the seat rails and bracket used are kind of part of the seat itself, and the sides are inverted from each other to pull this off. The purpose of this was to make the seat sit as flat and flush with the bump as possible, and if you look under the seat this becomes apparent. It also means you can't easily change one part of it out. Cutting into the seat is really going to be the only way to lower yourself in it even more, but I wouldn't recommend it. As I said the stock seat kind of has the rail build into it, meaning it's not all that thick to begin with.
An after market setup uses brackets bolted to the car, and rails bolted to that. However, most after market brackets and rails place the rail above the bump making it worse, so you don't get much help there. One exception that I know of is JIC. They make some brackets just for the s13/s14 that have sliders build into them, but one slider offset to the middle so the seat bottom still sits super close to the bump. You'd probably have to get a new seat for them though, and there not exactly cheap. And to be honest, I'm not sure if an after market seat is gonna be lower anyway.
Other nissans of about the same year may have about the same mounting locations, and it might be possible to get a lower sitting seat out of them. Also, I don't remember if it works this way for stock, but the seat might actually sink a bit lower if you move it back on the rails. Not sure if that helps but I did a seat change about 2 years ago and thats what I learned from it.
