Okay so my seat belts come out buckle all that good stuff, but when I hit the brake they don't lock up, so really there pretty much no good.

What could be the problem?

My seat belt stays on for like a minute or two after i start the car
My door locks don't do anything when you stick the key in and turn.

Could this all be related?

They don't necessarily have to lock up when you hit the brake, only under certain forces (like a crash). Give them a good tug and see if they lock up. Compare to any other vehicle you have access too.

The seat belt light stays on I'm going to assume? It does not go out when you buckle up? Could be an un-done connector under the seat, could be bad contacts in the seatbelt receiver end.

Doorlocks are most likely unrelated, there is a plastic piece (door cam) that breaks often, it will just let the key turn and turn in the cylinder. Feels like it's not doing anything. Order a new metal replacement one off Z1. You might want to pull the door panel to make sure this is the problem. Follow all the metal linkages.

I have tugged on them while slamming the brakes, they do not lock up. How exactly do seat belts lock up. Electronic or Mechanical?

Mine does this as well! Sometime the seatbelt light stays on for a minute or two even though, everyone is buckled up. And sometimes my seat belts lock and sometimes they don't. It's odd.

I am pretty sure they are a mechanical rachet device. When they are yanked hard either in a sudden stop or when your body tries to move forward fast. They will rachet stopped and not let any more belt out. You don't need to be trying to tug and slam on the brakes at the same time. With the car off, yank hard on the belt, it should lock.

My belts still work fine, and often will lock just when sitting forward enough to look behind me where I can't move enough to do so- so the point is they should lock up easily with a fairly quick tug on the belt.

Nissan covers bad seat belts for free right? No matter how fast or hard I pull on my belt it will never lock or stop it just pulls out freely.

I think I've seen some where if you put enough of a fight at the service counter they will repair it since it's a safety item. I'm not too sure if it happens all the time, just remember hearing somone with a S13 got it fixed for free at Nissan dealer.
