Seat belt fuse help

I'm having finding the fuse for the seat belts I think I blew it when I was fixing my wiring problem when my stereo got stolen and I think I shorted something. my seat belts only work when the car is on, when it is off they don't work and the clock is also out, I was checking threw my fuses and they all seem to be good.

any help would be greatly appreciated thanks,

The room light fuse 10 amp is for clock and seat belts.
