SO to bring it back on track, that "new policy" has been their policy for a while now, but only at stores where customers continually bring in misused tools for replacement. If, for example, you use a standard screwdriver as a chisel, it is not eligible for replacement according to the warranty. If you take a ratchet and place a pole over the end for extra leverage, same thing: not eligible as well. They make you send it in because they have to determine the part failure cause (supposedly, I wonder if they even really look most times?).
Anyway, it's only because jackoffs who aren't being honest are taking advantage of the system AND the company has already been losing money for a while now, so you can see why they would think they need to resort to this method.
