searched but couldn't find any help, start up problems on an sr

Hey guys, i have a friend that is just finishing his sr swap and he's ran into a problem. When he starts the car it starts to rev at about 1500-2000rpm which it should because it hasn't been run for a long time and what not, but then all of a sudden the revs start to climb insanely fast and the turbo starts boosting quick and all of a sudden it'll scream. What is wrong with this picture??? I think somethign to do with vacuum lines or the wastegate but I'm really stumped, when I started my sr i never had any problems like that so i have no idea, so anyone......help

I dont think vacuum would do taht. A leak vacuum would caused the car to b og. Check make sure the throttle plate is not stuck wide open.

It sounds like the throttle plate is partially or all the way open.
