SCV valve ?

What does a SCV valve and SCV solenoid do. IT's on a Ka24 engine. Will this keep it from starting. 90 model it's located right behind the BPT and under the intake

scv is a valve that controls a set of butterflies in your intake. When the car is running at idling speed the scv engages and causes the flaps to close more, what this does is help swirl the air (hence Swirl Control Valve) and swirling air helps the gas vaporize. (makes idle alittle smoother and fuel efficient)

at anything above 1000-1500 the butterflys should be fully open.
