The fan could either spin, or lock completely if the clutch is bad. The clutch should have less tension while cold, and more while hot - but never completely lock.
The part you show is the water pump... check to see if there's coolant coming from the weep hole on the bottom side. A dental mirror is helpful for this. When you say it's leaking from the left side of the radiator, do you mean the radiator is leaking - or you think coolant that's leaking from the pump is slinging over onto the radiator?
Either way, if you have a lot of coolant under there, it will tend to cause belts to slip as it drips on the belts.
