Hmmm, that's a tall order. I can't really think of many good scary games that are very recent. Fear is one, but it's very much an action shooter, so that doesn't help you much. Most of the good old classics will be very hard to get working on a modern PC.In fact I can only think of a few genuinely scary games at all.
If you can get your hands on the original Alone in the Dark and make it run on a new machine, it fits your description perfectly. It's the ORIGINAL survival horror game, but is much less action oriented than it's immitators. It was one of the earliest 3D games, too, so visuals are pretty primitive, but the game's atmosphere is fantastic. Easily one of the most frightening games I've ever played.
Also check out System Shock 2. Again, it's hard to find these days and can be hard to get running under Windows XP, but it's scary as hell and a lot of fun. It is a shooter, but it's very free-form and the character-building (sort of RPH-ish) elements keep it from being merely an FPS. It is absolutely worth playing to anyone who appreciates scary games. There's a lot of exploration and puzzle solving, too.
The Suffering was a great PS2 horror game that was ported to PC later. It has spectacular atmosphere, a genuinely good story, interesting characters, and great gameplay. It's definitely an action shooter, though. It's third-person and on the surface appears to he a survival horror game, but there's never really a shortage of ammo and combat is much more prevalent than in traditional survival horror games. It IS scary, though, and a lot of fun. The monster designs are excellent and the sound design lends itself to some genuine creepiness.
