Yes, as long as it's the digital kind. Most of the inexpensive analog meters don't have enough low-ohm ranges and "resolution" to allow you to tell the difference between 10 ohms and 15 ohms, for example.

Cheap digital meters also tend to be more accurate than cheap analog meters.
