It is partially based on temperature, cooling, residual radiation and rate of expansion. We think we understand how and when the universe began forming, so from there, according to current temperatures, we can determine how much expansion (thus size) is needed to have cooled to the current point. There's of course a lot more to it than that, but that's one of the methods used. Another is light as you say.
