Does anyone know the latency is msec for these? The part number is 63565

I think it is 1.6msec. Can anyone confirm?

I'm assuming to change the latentcy in the PFC for tuning.

Correct! The Power FC needs this data.

meh. it isn't a necessity to tune the motor, but it is helpful in getting the injectors to open at the exact right time especially if they take much longer than the stockers to get to full-open.
