Most tint places won't guarantee that tint will stick "inbetween" the dots. You see, the tint sticks to the dots but due to the thickness of the film and the closeness of some dots to each other, the tint may not stick inbetween them. I've had great results using a medium to medium fine steel wool with soapy water to scrub down the dots. Although I can't remember off hand how many zeros there are on the package but IIRC it's 3 zeros. Don't quote me on that, I just know by feel.
Sandpaper has no place for the grit to go and may scratch the window but I've never done it so I really can't say. Either way, just test an inconspicuous area (with some soapy water). Also, when you're scrubbing/"sanding" down the dots be sure to occasionally wipe off the mess it makes. Trust me, your paper towels will be black.
Either way, "sanding" down the dots are the best way to go. The adhesive promoter dries way too fast and that's where the talk of white film comes from. I only ever used the extra adhesive for touch ups. Hope this helps.
