sandblast polished lips ?

ok so i bought some used wheels im fixing up but the old paint is hard to get off, im about to get the wheels sandblasted.they have a 3in lip. should i also do the lips and reclear them ? is it too much of a pain in the ***? cuz the clear is coming off anyways.basically what im asking is wtf is on the lips that makes them shiny, anything i have to worry about if i wanna make them shine later on ?

the guy who re did my wheels sanded my lips down by hand, they turned out great....
