Okay, let's address the issues. First, and foremost, no automobile manufacturer is required to warrant their seat belt systems for life. Just ask the folks who bought Ford vehicles with automatic seat belts. Think of how many Thunderbirds and Escorts you see running around with their belts jammed in mid-track. There is no law mandating it, period.
The seatbelt warranty was a selling point and a courtesy to Nissan's customers who were rightfully concerned about the long-term reliability of motorized seat belts.
Second, Nissan's seatbelt warranty is NOT limited to original owners. Anyone can get service under this warranty.
Third, and most important to you. As regards a frayed seatbelt, under the terms of the warranty, cosmetic items are not covered. However, a frayed seatbelt may be construed as though it may "fail to function properly during normal use..." In the manual, it clearly states under "SEAT BELT MAINTENANCE" "Periodically check to see that the belt and the metal components such as buckles, tongues, retractors, flexible wires, and anchors work properly. If loose parts, deterioration, cuts or other damage on the webbing is found, the entire belt assembly should be replaced."
DETERIORIATION and DAMAGE IN THE WEBBING, according to Nissan's owners manual, your "entire belt assembly should be replaced." And if it happened during "normal use" you are covered my friend.
Take your car to the dealer armed with this information. The dealership will call Nissan to get approval on the warranty work. If they won't do it, involve Nissan consumer relations. It's been my experience that Nissan generally gives in and pays when you raise hell over a warranty issue. Give it a shot.
