SAFE MODE!!!

I believe that my ECU is running in safe mode now im not 100% sure but i have a good idea! What would be some signs that its running in safe mode? And how do i fix it?

Well when the builds full boost it drops of almost instantly, and i dont have a workin tach but i cant go past 25 mph in first 45 mph in second and 65 mph in third! And thats how it always runs! Ive never seen what the car can do cuz this problem! And i kno its not a feul cut cuz i have a walbro 255 and a 300zx fuel filter unless there is something else im not checking! Would not recirculating u8r BOV make my car do this??
