Got to remember it was at some Park...and just on the side of the road, I bet the grass would have been pretty tall, and one blade catching and dropping ashes into the rest would do it.
I think car exhaust is in the 400-500 degree range...and would imagine dry grass would have about the same flash point as paper (451)...so I can for SURE see this happening!!! And not incredibly uncommon either...
California (and Texas)...you can have your sunshine...at least snow won't catch fire!
