S15 turbo doesnt fit...why?

Im a newb to this forum but I've been working on cars for a while and involved with other forums so I've already searched this one out.

I got my CA18 this past x mas and have been prepping and working on it when I've been home from college. Well i recently just bought an s15 turbo which from what I have read was supposed to be close to bolt on. I was in the process of installing it this past week and was trying to fit it onto the manifold. My motor is out of the car so its quite easy for me to get at anything. well, this has nothing to do with the oil outlet, or air inlet or anything but where the turbo bolts to the manifold. the holes and what not line up..but the top of the turbo hits the bottom of the manifold so its about 3/8" from going on all the way. I worked with it for a while and didnt get anywhere. anyone else had this problem? Is it possible this could be a gt28r turbo since they are pretty similar. Anyone have a solution to get this thing on. I thought about buying one of the t28 flanges and using that as a spacer to fill the gap and bolt it on....would that work? oh...the manifold is stock.

u need to clock the compressor side of the turbo...then it will fit..might ahve to adjust the wastegate metal bar...also if u got a GT28R which i have..it clears the manifold...well an upgraded manifold...

to be honest...i have no idea what clocking a turbo is nor have i even heard of it....what is it and how do you do it? something like unbolting the compressor and rotating it?? or am i way off
