S15 Seat to S13 Passenger Side Installation

Hello, I have searched this topic but all I found is that "they fit."

I have a set of front S15 seats and am trying to install them into my 89' S13 Fastback. The driver side seat bolts on no problem at all, but for the passenger side, only the rear holes line up.

Do I have to remove the frame rails of my S13 seat and install them on the S15 seat to make it fit?
