I'v been searching for a while now and still can't find the answer to my question. What is the difference between the Red WC and the Black WC ECU's?

Red is older than black. Thats all. The harness' have different part numbers but should be interchangeable.

So the red still has the V V T?

Yes, all S14 and S15 engines have "VTC".
