s14 to s14 ka swap wont start

i took out my ka with 220k and swapped in one out of the same year car with 75k. its grounded its plugged in and the wiring harness has been gone over with a fine tooth comb for bad wires. now to the problem, when i first put the engine in it, but wouldnt start like an ignition timing issue. i dont know what happened but now when i turn the key the engine will only turn over like a quarter turn and then click. sometimes wont turn at all. i have the battery in the trunk with an 80 amp fuse, and its blown the fuse 4 times. i thought it was a timing issue but the cam timing is spot on and the distributor is at top dead like it should be, i cant figure this crap out does anyone have any idea as to what might be causing this

oh and also swapped out starters and get the same effect and ive even tried taking the distributor out completely to try to get it to at least turn over and it wont
