This problem has just recently occurred, coming from the front when I turn the wheel left or right, It makes a loud noise. As if there is a dry rubber bushing rubbing something. (thats what it sounds like)
When it rains though and I drive in it enough for the underside to get wet, it goes away. So I guess its a dry bushing. But does this mean I need to replace the front lower control arms or the front tie rods??

Also, when the front of the car is jacked up with no pressure, the noise goes away when turning the wheel,

i really couldnt tell you what it was but i would suggest jacking it up and taking off the wheel checking every arm, bushing and ball joint to be sure they dont have play and what not..give them a yank or move them in some way to see if you can pinpoint the problem

I'm not quite sure if the noise you are hearing sounds like the problem I had, but you could be getting low on power steering fluid. Check where you park for a small puddle of the stuff, if so just refill the power steering fluid.
