S14 stock RUCAs removal problem

I am trying to swap my stock RUCAs with the adjustable ones. I can't remove the inner bolt (the one that adjusts the camber). I took the nut off and bolt turns all the way around but I can't remove it, it's stuck. Didn't have any issues with the outer one...

Does it have to be in any special position to come out or do I just hammer the hell out of it?

is the washer still on the end? there is a groove in the bolt that the washer needs to be lined up with. i had this problem.

i used a set of vise grip to hold the larger washer while i turned the bolt to line the groove up. then it came out easily
