S14 starter issue

Hi, I just bought an S14 off a guy about an hour ago and found out that it doesn't start on it's own.... (It has a stock engine i believe).If you turn the key in the ignition there is no noise at all. No clicks from the starter. The guy told me that he bought a brand new starter but it didn't solve the problem. But it's able to be push started. Any ideas what this might be? The ignition fuse is fine, so might it just be a wiring issue? Thanks for any info!
