Now for my 2 cents. MAF:Is your ECCS relay functional? That is where MAF gets power. You should have pin 32 (red) on F4 matched up to pin 17 (red) on M63(ka).
Now this will sound stupid but do you have both relays plugged in on the harness? I did that once and felt like an idiot...
Also Are you wiring a Zenki SR or Kouki SR. I ask bc i have only been able to find Zenki FSM's and from what i heard Kouki SR just like kouki KA have different M63 pinouts.
Now to the fuel pump thing. I had this same damn problem when i was wiring up a Zenki SR in to a 95. i dont know what was going on but i came to a conclusion that my ECM was bad as it is what turns the pump on. I ended up hard wiring a switch to the fuel pump relay(near clutch) and lived with it. Few months back when i did a 97 wiring i didn't have any problems with fuel pump not working.

Why i dont know but i had same damn problem in my 95 and i could not get the fuel pump working
