S14 Seatbelt Install Question in S13 (diff than jdm belts?)

On my 90 240sx I installed JDM seatbelts and that went find. On my 91 I got a pair of s14 belts that I installed. Installing them was easy. My question is what am I supposed to do with this thing that's in between the clip and the upper mount. Like do I have to cut it off in the s13? Where is it bolted to on the S14. It's like this seperate loop with about a 4inch strap attached to the belt and has a bolt hole in it. Does it bolt behind the upper mount or in a different location in the s14?
