Will S15 Gauge cluster and Steering fit no the S14's?

Yes, with enough money. As far as bolting on, definatly no with the gauge cluster.

are any cluster interchangable...like s14 in a s13

So the steering wheel is a direct bolt on but the gauge cluster isn't?
