S14 Rear fender rust

My project S14 has some rust on one of the rear fender lips(drivers rear). Other than that its rust free, the only problem is i have no clue how to fix this. Can you replace a rear fender like a front fender? Do you need to cut it out? I dont know a lot about body work so some guidance would be appreciated.
