s14 notch top--hard to start when engine is cool

I have an s14 sr in my 92 hatch and it takes 5 or 6 seconds of turning the engine over and tapping the throttle for the car to start when it is cold. It will start much easier when its warm. im thinking not enough fuel at start up? I have a new 255lph pump as well as new fuel filter, timing is good. anybody got a clue?

also engine was recently swapped and has yet to run perfect.no vacuum leaks, already checked, no boost leaks, just hard to start.
