S14 Kouki SR20det (weird problem)

Hello guys, I have a S14 kouki motor that doesn't stop boosting. When I keep it below 5k rmp, it will stay at 7psi. But, after that it will keep going up and wont stop.
At first I thought it was the wastegate spring, because it was contstanly boosting 10psi, and there is some minor sign's of the previous owner tamperred with the motor abit like a GReady boost vacuum line, NGK heat range 7 spark plugs, and the timing was off. After that I thought it was the vacuum line for the wastegate since I got it tee off the bov, and I seperated the vacuum line. (wastegate is getting vacuum from intake pipe now). The motor right now is running fine if I don't go over 5k rmp. I'm guessing that the wastegate acuator is going out of comission.
Anyone has a similar problem?
I have some minor upgrade like Fmic, walboro fuel pump, HKS bov, turbo lines and other stuff to make it run.

Wastegate source should be hotpipe.
