so im doing the kouki front end and im taking parts from a 98 240sx. i was looking at the headlight bracket and i was wondering if i have to drill out the tack welds for the headlight bracket. it looks like the bottom of the bracket is bolted but the top part is welded. or does it just comes off? its not my car im taking the bracket off so i cant mess with it

Do you mean the radiator core? It is welded but you can drill the spot welds and take it off.

well the kouki and zenki have slightly different headlights. so in order to make it like "factory" you would have to drill out the two spot welds on the headlight brackets. but there are few differences between the zenki and kouki headlight brackets. i think the top bolt lines up, and the bottom bolt falls where the hole is for the alignment peg. so to make the kouki lights work with the zenki brackets you would have to either drill a hole in the bracket or cut the alignment tab on the light housing. and use a washer with a bolt and a nut on the bottom bolt hole.
