S14 Headlight problem

I was setting up my new Silvia lights when I touched the ground and power together. The headlights lights on the passenger side quit working. After a bit the power came on again. Now I have the same problem they don't work again. I do have parking lights on both sides and headlights/hi beams on drivers side. I swapped the lights and all the bulbs are good on both sides.

I checked all the fuses in the kick panel in the car and also under the hood. None of them say headlights and also none of them are blown.

Is there a relay somewhere?

Any help would be great.
