S14 Headlight Adjustment Problem

after a slight incident with my 240, I had my driver's side headlight replaced. But the light is projecting downward, so I looked in the manual to adjust it. I went to a flat surface. When I use my screw driver to try and adjust it (up and down) the allignment bubble did not move at all, no matter how many turns I made... both ways. I'm figuring there is a problem in the way they installed it... Can somebody smart help me find a way to make the adjustment work?

take it back to your mechanic. if he installed it without adjusting it then he needs to go back and adjust it.
