Engine bay fuse block, it'll be a 15a fuse at the rear of the fuse block. If you're looking at the fuse block:

o C F R
L C F R
L C F R
L C F R
| Front
V

The L represents the outboard, short side of the block, the R represents the row of fuses facing the engine. Ignore the 'o', it's there for spacing. The 15a you want is in the row of fuses I labeled as F, you want the rear one. If that doesn't work, make sure the fog relay isn't blown.

I should have linked this off the bat.

Look at page 59 of the EL section for the fog lamp wiring diagrams.

The 20A lighting fuse for the right hand side headlights supplies the switch. Since you have low beams (I assume), the switch should be receiving power and the relay should be energizing it's solenoid.

The easy way to think of it is this, 20a fuse supplies the lighting switch, which then runs the lowbeam signal to the relay's solenoid, then to the fog light switch, then to ground. the 15a fuse supplies the switched side of the relay, which goes to the fog, and then to ground.

If the relay is bad, you're going to see no power to the switch, so if you have a test light, you can check for power at the switch. I don't think the grounds are an issue as they tie into the grounds for the headlamps.
