s13 wont shut off

so my car randomly died on the way home today...i found that it was a popped ecm? ( writing is all rubbed off on the cover) 25a fuse...i switched it with the one that was right next to it to get my car home...replaced the fuse and now my car still wont shut off unless i kill it and pull the fuse...any ideas?...im stumped

what? has this never happened in the history of s13's?

i have just changed my throttle body and my radio was also acting up. i also dont think that it is my ignition switch becasue my fans and stereo still shut off when the key is turned off. i have also tried the relays with no luck
