I know the answer, because I have them on my car, which also has HICAS.
AGX and all other shocks fit fine on a HICAS 240. There is no debate. There is no myth. They work, period, full stop.
HICAS doesn't rotate the shocks, it only adjusts the toe angle of the rear wheels by +/-1 degree in mid-to-high speed cornering.
EDIT: whoever at KYB told you that is a moron, and is regurgitating that outdated disclaimer that says "Excluding HICAS models with active suspension". That warning was intended for the Q45 with HICAS - NOT THE S13. The S13 does not have an active suspension. For reasons that defy logic, KYB keeps that disclaimer for their shocks.
