Hi I have a 92 240sx hatch with a hardcore vibration when I hit 65 mph and above. At lower speeds its fine other than when i go over a bump i can hear a clunking noise coming from the driver side. I already balanced the tires and replaced the lower ball joints. I went to a shop and they told me that it could possibly be the tie rods and/or the steering rack. the steering rack boot is completely torn off of the driver side and grease is everywhere. The mounted wheel has side to side play but not up and down play. Does this sound like a problem with the steering rack or the tie rods? Or could it be something else?

side to side play on a mounted tire is tie-rods, if I was you I would replace your tie-rods and see how that helps

I agree. Replace the tie rods and check it.Also replace that Rack Boot before bad things happen. Easy to do while the tie rods are apart.

Also if you do the tie rods yourself get an alignment soon after the repair. If a shop does it make sure they do an alignment or get one yourself.

It may be put back together close enough thet it drives ok but if not right it will speed tire wear.

Tie rods, or slightly possible warped rotors. Does it vibrate or pull when braking hard?

at high speeds like when its shaking hardcore, and i brake it pulls a little to the left so that could be another problem. how do you know when the steering rack is starting to go out?
