S13 starter help!

I have a s13 swapped with an SR20det motor. Ill try to explain this as much as I can. So to my knowledge theres three things that need to power the starter motor. 1 is the constant 12 volt that goes on the solenoid, and 2 is a clip that gets 12v when you turn the ignition and 3 is the ground, grounded once you bolt the starter motor

Number 1 is the constant, number 2 is the ignition(so only gets power when you turn the key),3 is the ground. So I have good connection with number 1. Its number 2 is the one thats weird. So the clip thats connected to number 2 only gets 12v when you turn the ignition on, correct? So heres my problem, if I take off the clip off of the solenoid and I test voltage from the clip itself I get a constant 12v but if I test the voltage with the clip CONNECTED to the solenoid I get less then 1V. Weird thing is that if I jump numbers 1 to 2 with the starter grounded everything works fine! WTH CAN IT BE!!!

Yes

Shouldn't get anything If the key isn't to "on"

have you taking it to autozone to test it out? Since this is a swapped car, have you double checked all of your wiring. Any bare wires anywhere?

Sorry, I was a bit vague. While im testing the clip im always turning the key on to the "on" position and those are my result. I took it to checkers(like autozone) and the test came out fine. If I jump number 1 straight to number 2 and have the starter grounded. Everything works fine. Its just when the clip is on number 2 and I turn on the Ignition is when I get less then .9v
