s13 sr20det. IACV wire burning? fuel pump relay fuses blowing

So the black wire w/ yellow stripe going to the IAC selenoid is slowly burning the sheathing off when i start my car. i have checked my grounds i dont know why it would start smoking. the car will barely idle, even if i open the throttle it wont rev up. also the fuel pump keeps blowing the relay fuse. then it dies. any ideas? this car was bought prewired and its looking like a hack job. i'm considering changing the body harness and buying a new engine harness completely/ im using a emance tuned ecu. tuned for my setup... gt28rs, 550's, z32 maf etc. any info will surely help
