S13 sr20det fuel pump issues with S14

When I hook up the purpe/black wire to the S13 ecu in my 95 S14 it doesn't cycle the fuel pump. I have to keep it grounded in order for the relay to kick on when the key is turned on.... It's not grounding it out like it's supposed to is there something else that needs to be ran to the ECU to activate the pump besides that one wire?

How it was hooked up before was an extra relay powered all the time, so when the key was on it would ground the wire.... wierd I know. So since it was constantly hot it kept killing my battery. Now the oem relay that's supposed to run it has the purple/black wire grounded so it runs all the time when the key is on. Instead of pressursing, turning off, then back on once the car starts or however it's supposed to work. I know it's the ECU not doing it's thing, but I don't know why.

All I can seem to find is "hook up the purple/black wires together and the fuel pump should work."
