s13 speedometer problem

Hi my speedometer does not go past 45mph, or past 4 rpm. both needles stop at the same point, i want to see how fast im going on the freeway. so is it the speed sensor? or the cluster itself?

The speedo and the tach are driven by 2 different inputs, so unless both sensors are bad simultaneously, it's probably something in the cluster / wiring. EZ test is if you can get your hands on a known working cluster to try, drop it in and see what happens. If it does the same thing, check the wiring to the cluster. Then go from there.
